ASPA Selects Evergreen Chapter/Evergreen State College to Coordinate HPPSA MOU
Last month, ASPA's Executive Committee formally selected the Evergreen Chapter in partnership with Evergreen State College (ESC) as the secretariat for the Society's memorandum of understanding with the Hyogo Prefectural Policy Studies Association (HPPSA).  The State of Washington and the Hyogo Prefecture have maintained a sister state relationship since 1963, so this chapter and ESC are ideally suited to coordinate the agreement.

ASPA Seeks Nominees for New International Public Administration Award
ASPA has established a new award to honor a distinguished foreign scholar or practitioner for significant contributions to public administration in other nations.  The first award will be presented at ASPA's 2004 National Conference.  To be eligible to be nominated for the award, the individual must meet the following criteria:

· Holds citizenship in a nation other than the United States of America.
· Lives and works (primarily) in a nation other than the United States of America.
· Contributes significantly to the field of public administration as a scholar, practitioner, or both, as demonstrated by publications, other awards and honors, and the testimony of the nominee's colleagues and beneficiaries of the nominee's work.
· Recommended or sponsored by an individual or institution that is in some demonstrable way affiliated with ASPA (e.g., membership, MOU or other partnership arrangement, collaborative undertaking with ASPA member, host of visit by US public officials, etc.).

SICA Will Sponsor Symposium to Commemorate Its 30th Anniversary
ASPA's Section for International and Comparative Administration (SICA) is sponsoring a symposium on development management to be published next year in the International Public Management Journal (IPMJ).  This symposium, edited by Jennifer Brinkerhoff and Donald Klingner, commemorates both the 30th anniversary of SICA (ASPA's oldest section) and its recent affiliation with IPMJ by underscoring the historic importance of development management and changing definitions of the field as modernization and governance become more important issues globally.

Broadnax Will Speak at IASIA Conference Later This Month
ASPA president Walter Broadnax will be one of the featured speakers at the International Association of Schools and Institutes of Administration (IASIA) Conference, which will take place September 14-18 in Miami Beach, FL.  The conference theme is "Public Administration: Challenges of Inequality and Exclusion."   Organizers anticipate that individuals from 60 countries around the world will participate in the conference.  In addition to Broadnax, several distinguished individuals will speak at the conference, including: Miguel Angel Rodriguez, the immediate past President of Costa Rica, Guido Bertucci, director of the United Nations' Division of Public Administration and Development Management and  Bernardo Kliksberg who leads the Inter-American Development Bank's special initiative on social capital, ethics and development.

ICMA Will Conduct Ireland Study Tour
In partnership with the County and City Management Association (CCMA) of Ireland, the International City/County Management Association (ICMA) is pleased to announce a study tour of local governments in Ireland that will take place June 12-19, 2004.  The tour will provide ICMA members with an opportunity to learn how Irish local government works and discuss fresh management techniques with Irish professional colleagues.  Localities to be visited include Dublin, Ennis, Limerick, and Sligo and counties Clare, Galway, and Mayo.  The tour will also include visits to some of the most scenic and historic spots in Ireland, and a sampling of the country's rich cultural offerings.

New Journal Focuses on Comparative Technology Transfer

The second issue of Comparative Technology Transfer and Society was released at the end of last month.  This interdisciplinary social science journal, published by the University of Colorado and Johns Hopkins University Press, examines many technology transfer issues related to public policy and administration.  It includes an introductory editorial essay ("Technology Transfer and the Future of Public Administration: An Agenda for Study and Practice") and articles on industrial technology transfer to Mexico and firearms diffusion in southern Africa a century ago, including their current public policy implications.

ASPA International Consortium Will Meet in November
ASPA's International Consortium will hold its next semiannual meeting in Washington, D.C. on Friday, November 14, from 3:30 p.m. - 5:00 p.m. during ASPA's 2003 Fall Leadership Meetings.  The meeting will feature updates on all of the cooperative agreements ASPA has with its counterparts in China, Western Europe, Japan, Latin America, Mexico, Slovenia, South Africa, South Korea and ASPA's work with the United Nations.

CAPAM Develops Online Database of Public Administration Documents and Related Materials
Since its inception in 1994, the Commonwealth Association for Public Administration and Management (CAPAM) has been developing a database of documents and materials concerning excellence in public sector administration and management.  CAPAM holds this evolving collection of materials under the title Practice Knowledge Centre (PKC).  These materials are gathered from the 27 CAPAM Affiliates, from the 80 CAPAM Institutional members, from CAPAM pan-Commonwealth, regional and country-based conferences and seminars, and via CAPAM's membership that spread through 80 countries worldwide.  CAPAM has been using these documents as teaching materials in the CAPAM Senior Public Executive Seminar, a program delivered on both a customized in-country basis and on an annual "generic" basis.  Visit http://www.capam.comnet.mt/KnowledgeCentre/intro.htm for additional information about the PKC.

Klingner Will Represent ASPA at CLAD Congress
The Latin American Center for Development Administration (CLAD) will hold its eighth international congress in Panama City October 28-31.   Donald Klingner will represent ASPA at the congress and will present a paper ("Recursos Humanos y la Modernizacion del Estado") on a panel on civil service reform in Mexico chaired by Roberto Moreno Espinosa.

Klingner Returns from Mexico City Visit
As coordinator of ASPA's Mexico MOU, Donald Klingner recently returned from a weeklong visit to Mexico City during which he taught an intensive course as a visiting professor at UNAM (the National Autonomous University of Mexico) on comparative public personnel management in Mexico and the U.S., and (under contract with MSI and its ongoing modernization and civil service reform project with the Mexican government) conducted a series of discussions on implementation issues related to the recently approved (April 2003) civil service reform law for national government ministries and their human resource management professionals.

Southern University Coordinates Activities with Two South African Associations
In early 2003, Southern University sent letters of introduction to the South African Association for Public Administration and Management (SAAPAM), the original signers of the ASPA/South Africa MOU and the newly formed Association of South Africa Departments of Public Administration and Management (ASSADPAM).  Several members of ASSADPAM presented papers at the March 2003 ASPA National Conference in Washington D.C., affording an opportunity to conduct several informative discussions on how to best to proceed with the ASPA/SA MOU.  This summer, several Southern University faculty met with their South African counterparts while participating in the 4th International Conference on Public Policy and Management Development in neighboring Mozambique.  Preliminary discussions have focused on the need to pursue collaborative projects on both academic and theoretical issues as well as the more practical and applied techniques of public administration and management.  Another meeting with representatives of the ASSADPAM will take place later this month in Miami, Fla., when members of both South African groups and Southern are scheduled to present papers at the annual International Association of Schools and Institutes of Administration (IASIA) conference.  This meeting will move the associations out of the process phase and toward a more concrete collaboration agenda of deliverables.

UN Invites Bergrud to Present at UNPAN Workshop in Greece
The United Nations' Division for Public Administration and Development Management (DPADM) has invited ASPA staff member Erik Bergrud to conduct a peer training session at the 4th UNPAN E-Information Training Workshop, which will take place September 22-25 in Thessaloniki, Greece.  DPADM will cover all expenses related to his trip.  Bergrud previously conducted a peer training session on e-information management at the 2nd UNPAN E-Information Training Workshop, held in Dakar, Senegal in July 2001.

NEWS FROM ASPA MEMBERS
ASPA Members Participate in Costa Rican Conference
Mitchell Rice, director of the Race and Ethnic Studies Institute and professor in the Bush School of Government and Public Service at Texas A&M University led a group of 20 U.S. delegates (professors and researchers) in June to the University of Costa Rica to participate in the Fifth Annual International Cross Cultural Research Exchange Conference hosted by the Doctoral Program in Government and Public Administration at the University of Costa Rica, The Race and Ethnic Studies Institute of Texas A&M University and the Julian Samora Research Institute of Michigan State University. The conference theme was "Discrimination, Immigration and Culture in a Changing Era of Globalization." Presentations were made by ASPA members William Hunter, Harvey White, Lenneal Henderson and Rice. The U.S. Embassy in Costa Rica hosted a welcoming reception for the delegates. The delegates participated in a Town Hall meeting in Siquires, Costa Rica hosted by the mayor and in an interactive lecture on "Afro Costa Ricans" in Limon, Costa Rica.
