Recent Activities
  • In May 2007, AAPAM representatives met and formed partnership with the All Africa Public Sector organisation and agreed to market their All Africa Public Sector Innovation Award 2007 to the AAPAM membership.
  • The Secretary General attended the 7th Interregional Consultative Meeting of UNPAN and the 7th Global Forum on Reinventing Government held in Vienna, Austria in June.
  • AAPAM participated in the SADC Seminar on the African Public Service Charter, “Towards an Agenda for the Implementation of the African Public Service Charter”, held in June in Johannesburg, South Africa. It was attended by the AAPAM Programmes and Finance Officer.
  • In July, the Secretary General attended the 4th Forum of African Heads of Public Service, held in Magaliesburg, Gauteng, South Africa and the Workshop on the Establishment of the AAPAM South Africa National Chapter, held in Johannesburg.

CPSI Issues Call for Entries for Public Sector Innovation Awards

Each year, CPSI presents Public Sector Innovation Awards to nurture, recognise, encourage and reward innovative projects to improve public services delivery. Entries are open to all public sector employees/institutions and to private/public partnerships projects.  The call for entries was made in June 2007 by the Honourable Minister G. Fraser-Moleketi. The closing date for the entries is in September 2007.  The awards ceremony will then be held in November 2007.

Integrating Saint Lucia Information Systems – Final Steering Committee Meeting

Cognisant of the critical role of Information and Communication Technology (ICT) in today's global economic environment, with the aim at improving the efficiency and reach of services, over the past years, the Government of Saint Lucia has embarked on several technology-driven initiatives within the public service. Particularly, the issue of e-Government development was addressed with a specific focus on integration of systems. In view of the above, the Government of Saint Lucia requested DPADM and the Government of Italy to provide specific technical and financial assistance for enhancing integration and inter-operation of some key operations of public administration. The specific objective of the project was to address the problem of the integration of the Government agencies’ operations.  The Feasibility Study on the systems’ integration, therefore, presented to the Government of Saint Lucia a prospective scenario and operative guidelines and options (action plan) to enhance the efficiency and the effectiveness of public activities, and aimed at transforming the way Government agencies interact with their citizens and provide services that are responsive to their needs. Subregional Consultation on “Capacity-Building for the Peaceful Management of Conflict in the Central American and Caribbean States”
Santo Domingo, Dominican Republic, 6-8 June 2007
The subregional consultation on “Capacity-Building for the Peaceful Management of Conflict in the Central American and Caribbean States” was organised by DPADM UNDP, with the support of the Mission of the Dominican Republic to the United Nations, the Organisation of American States (OAS), and the Association of Caribbean States (ACS). This consultation, held from 6-8 June in Santo Domingo, the Dominican Republic, brought together 35-45 government officials, civil society representatives and selected experts and practitioners with experience in the strengthening of governance and the management of conflict from Central America and the Caribbean, as well as selected experts with relevant experience from other countries in Latin America.  The primary intent of this workshop was to share regional and subregional experiences, good practices and lessons learned so that participants can enhance their knowledge, skills and networks, and ultimately strengthen national actors’ and governance institutions’ capacities for managing conflict and sustaining peace. The workshop included opportunities for participants to share and discuss case studies and participate in experiential exercises. Participants were introduced to the skills-building and institutional-strengthening elements of conflict prevention to raise awareness and generate interest among them for further institutional development in their respective countries and on a subregional basis. UNDESA and UNDP provided an overview of their training resources in conflict analysis, mediation and negotiation skills, conflict sensitive development, and governance and conflict management and employ relevant components in order to enhance the knowledge and skill of the participants.  Additionally, the workshop provided a forum to introduce and examine the Peacebuilding Portal for Central America and the Caribbean as a potential tool for further enhancing knowledge-sharing and networking in the region. The
Peacebuilding Portal is a web-based tool that links peacebuilding NGOs, researchers, multilateral organisations, national, regional and local governments, helping them expand their capacity to respond to social change and conflict situations.  For additional information, please contact Ms. Gay Rosenblum-Kumar at +1-212-963-8381.

Online Workshop on E-Government: Policies and Strategies
The Online Workshop on E-Government: Policies and Strategies, was held from 15 January to 12 March 2007.  It was based on an online forum, on the web page of the ICT Division within ESCWA, and was organised over three phases as follows: (a) collecting information related to the national experiences in e-government in ESCWA member countries; (b) discussing the findings of the first phase and the challenges of e-government in the region; and (c) discussing the recommendations formulated according to the outcome of the second phase.

Regional Stakeholders’ Meeting on Knowledge Network Strategies, Mechanisms and Tools
The main objective of the meeting is to develop consensus among stakeholders in the ESCWA region on strategies, mechanisms and tools to make ICT access points evolve into knowledge hubs and build a regional knowledge network.  The agreed strategies, mechanisms and tools will be implemented or used in the course of the project during the coming two years. For that purpose, the meeting will bring together managers and coordinators of ICT access points in the ESCWA region that have been identified as potential partners in the project and nodes in the knowledge networks to be established.

EGM on Regional Networking and Partnership for Information Society Development
The EGM will raise awareness on the importance and benefits of partnerships in ICT-based as well as community development projects; build consensus on collaborative agreements among concerned actors with a view to implementing projects for building the information society; promote collaboration and networking between public and private institutions as well as private firms and universities; identify modalities of financing projects essential for reducing the digital divide and integrating the Arab countries with the knowledge-based society; and enhance collaboration among partners through networking and e-forums.

Expert Group Meeting for Increasing the Effectiveness of National Machineries in Gender Mainstreaming

Regional Forum on the Role of Islamic Financial Institutions in Financing for Development
The aim of the Regional Forum on the role of Islamic financial institutions in financing for development is to analyze the role of these institutions in investment finance, and hence, their role in mobilizing domestic resources for development. RCOCI Participates in Meeting of Institutes of Public Administration

RCOCI participated in the Meeting of Institutes of Public Administration held on 25 June 2007 at the Austria Centre Vienna (ACV). The meeting was organised by the United Nations Department of Economic and Social Affairs (UNDESA) and included directors of schools and institutes of public administration, MDIs, staff colleges and university faculties. The Meeting of Institutes of Public Administration “Capacity Building for Standards of Excellence in Public Administration Education and Training” brought together the heads and faculty of public administration schools from around the world to discuss the new methodologies for improving the quality of public administration education and training.

UNPAN-AP Editorial Department Kicks Off Its Semi-annual Summing-up 2007
The UNPAN-AP Editorial Department convened its summing-up meeting for the first half year of 2007 on 1 June 2007. Mr. Wang Genxiang, Vice Director of the Shanghai Municipal Internet Economy Consulting Center, Research Fellow Wang Yizhi, Director of the SASS Institute of Information, Ms. Zhu Zhengxian, Director of the SASS Information Center, and Zhang Guangwen, Manager of Hotsale attended the meeting upon invitation.   The meeting was presided over by Research Fellow Wang Jianhua, Chief Editor of UNPAN-AP. Zhang Zhun, Assistant to Chief Editor, gave a report on the half year work of 2007. It is said in her report that with dedicated and practical working style and customer-oriented concept, UNPAN-AP excels in various item appraisals conducted by UNPAN in its monthly implementation report. In monthly “Top 50” document list especially, UNPAN-AP not only wins the first place in the list, but has also set a record during the department’s five-year growth. Apart from that, in the aim of customer-oriented service, and to offer a dynamic support for a stepped-up cooperation with the Shanghai Municipal Informatization Commission, RCOCI has initiated an endeavor of revising the widely-read e-magazine of Asia-Pacific City Informatization Bulletin by adjusting the news items and expanding the scope to the globe upon readers’ request. Thirty-Fifth International Training Course in Regional Development (ITC 35)

UNCRD completed ITC 35 in Nagoya, Japan, from 17 May to 27 June 2007. The ITC 35 was attended by mid-level professionals from central and local governments in Bangladesh, Bhutan, Cambodia, Colombia, Ethiopia, Japan, Lao PDR, Nepal, Tonga, and Zimbabwe.  This six-week annual training course reflected the concept of “Sustainable Regional Development” based on UNCRD’s three focus areas: environment, human security, and disaster management.  The course was comprised of six modules with lectures, cases for study and discussion, as well as field visits to gain insight into Japanese development experiences.  The participants formulated and took home concrete and practical action plans designed to help solve current development issues and problems in their home countries.

Nine Workshops Assess Vulnerabilities and Coping Strategies at Community Level
The UNCRD Latin America and Caribbean Office and Bogotá-Cundinamarca Regional Planning Board held a series of workshops as part of the human security assessments project in Bogotá-Cundinamarca, Colombia, from 30 May to 22 June 2007.  320 participants comprising community leaders and representatives of community organizations attended nine workshops which were held in six municipalities in Cundinamarca and three localities in Bogotá.  The aim was to discuss the specific threats and vulnerabilities perceived at the community level and the means to cope with the community in decision-making, as well as the level of understanding with government authorities to face human security-related threats.

As a follow-up of the International Training Course in Regional Development (ITC), a seminar was held in Ulaanbaatar, Mongolia, from 3 to 5 May 2007, co-organised with the National Centre for Construction, Urban Development and Public Utilities (NCCUDPU, Mongolia), and the Urban Development Resource Centre (UDRC, Mongolia).  Forty officials from NCCUDPU, Ministry Construction and Urban Development, and local governments attended the seminar.  In the six sessions of the seminar, presentations were made on Urban Planning and Living Environment Improvement, Community Participation, Action Plans, and Action Plan Modification by former ITC participants from Mongolia and UDRC as well as UNCRD.

Asian Mayors Sign Kyoto Declaration for Promotion of Environmentally Sustainable Transport (EST) in Cities
The Asian Mayors' Policy Dialogue served as a pre-event to the Annual Meeting of the Asian Development Bank, 23-24 April 2007 in Kyoto, Japan, Asian city mayors presented their initiatives in promoting EST at the city level, shared best practices and lessons learned, and discussed future steps.  To express city mayors' firm determination to work for EST, the Kyoto Declaration was endorsed and signed by 22 Asian city representatives.  This event was also collaborated with the First UN Global Road Safety Week from 23-29 April 2007.
