The United Nations Public Service Awards applications for 2006 are being processed.  Approximately 200 institutions applied for this award and the winners will be announced in the 2nd quarter of 2006.

Project Steering Committee Meets
The Project Steering Committee (PSC) for the European Development Fund (EDF) sponsored Overseas Countries and Territories Strategic Planning Project held its inaugural meeting in the British Virgin Islands on 23-24 January. Representatives of the British and Dutch Caribbean Overseas Territories:

  • Ratified the Programme Estimate and associated Implementation Plan
  • Confirmed the composition and functions of the PSC.
  • Reviewed the First Programme Estimate for the project.
  • Approved an Implementation Plan for the first Programme Estimate.
  • Reviewed the procedural requirements for project implementation.
  • Identified, prioritized and scheduled follow-up actions required.
  • Engendered a spirit of mutual support and cooperation among project participants.

The next such meeting is scheduled for May 2006.

More Ethics, More Development

CIIIAP hosted the International Conference "More Ethics, More Development" on 6 December 2005. The aim of the conference was to extend the reflection and stimulate the debate about the social development and the politics formulated to eradicate poverty and diminish social inequalities. The conference was administered by Dr. Bernardo Kliksberg, an international specialist in social development and poverty. He coordinates the Inter-American Initiative of Capital Stock, Ethics and Development of the Inter-American Development Bank (IADB). Mr. Kliksberg also works as special advisor for the United Nations and other agencies.

Last Seminar of the "Cycle of Seminars in Municipal Management for the Implementation of the Millennium Development Goals"
The International Centre of Innovation and Exchange in Public Administration – CIIIAP, in partnership with the Bahia State Secretariat for Fighting Poverty and Social Inequalities (SECOMP) has promoted a cycle of 19 seminars all over the State of Bahia. The seminars constitute a training program for Bahian mayors on how to insert the MDG in the planning process, and how to work assembled in order to accomplish such goals.

Knowledge Management with Laurence Prusak
Larry Prusak is one of the most innovative knowledge management thinkers. He is founder and executive director of the Institute for Knowledge Management, a global consortium of people and organizations interested in advanced research and knowledge management practices. The conference is divided in two parts: in the morning, it will be held an international conference open to the public and a workshop focused on what works and what doesn’t work in knowledge management.

Ricardo Lagos, President of Chile, inaugurated the Congress, which gathered more than 1500 participants from Latin America and Europe. 129 panels were constituted presenting 600 documents. In addition, three plenary conferences were made.  Inaugural and Closing Speeches, as well as Conclusions Reports by Thematic Areas are available at CLAD's web site.

The XI Congress of CLAD will be held in Guatemala City during the last trimester of 2006.

New Sections on SIARE's "Innovations and Trends in Public Management" (in Spanish)
Citizen Charters
The section contains the description of the respective programs implemented in Argentina, Mexico and Spain. The section includes methodologies, guides, links and documents of interest.

Intersectoral Management
The theme has become one of the most critical in the actuality due to, among others facts, the multi-causality of the poverty and social exclusion, as well as the relevance of transversal policies. The section presents the main results of a research carried on by Nuria Cunill, and includes references to other studies and tools that may facilitate the intersectoral approaches.

Evaluation as a Tool for a Result Oriented Public Management

Professional Development of the Civil Service in the Framework of the New Public Management

630 documents from CLAD's 2005 Congress, held in Santiago, are now available via the UNPAN web site.
Papers were presented by Ministers and State secretaries responsible for public policies, as well as parliamentarians, researchers, academicians, students, consultants, public servants and trade unionist from Latin America and many other countries. Documents are related to the main dimensions of the renewed process of State and public administration reform, and management of public affairs.

After reviewing the 69 monographs received, the International Jury emitted the verdict, as follows:
  • 1st Prize: "Governança informacional como sustentação das ações de combate à corrupção" - Carla Andrea Ribeiro and Maria Eugênia Albino Andrade
  • 2nd Prize: "Auditing, Accountability and Anticorruption: Multilateral Lending to Legislative Budget Oversight and External Auditing of Public Finances in Latin America" - Carlos Santiso
  • 3rd Prize: "Corrupção, nepotismo e gestão predatória: um estudo do caso brasileiro e alternativas para seu enfrentamento" - Luiz Alberto dos Santos y Regina Luna dos Santos Cardoso

Report on the 5th Pan-African Conference of Ministers of Public Service and Administration

A Conference of African Ministers of Public and Civil Service took place in Addis Ababa, Ethiopia on the 12-15 December 2005. The biannual Conference concluded with the Addis Ababa Declaration which in effect sets the agenda for capacity building and knowledge exchange within the sphere of governance and public administration. The Addis Ababa Declaration takes forward the theme set by the Stellenbosch Declaration to capacitate and position the African public service for the challenges of the 21st century and to build the kind of capability that would catapult African countries to meet the Millennium Development Goals.

An African Path to Good Governance and Prosperity
South Africa’s process of peer review, the great national ‘conversation’ moves steadily forward with submissions being drawn up by institutitions and sectoral and community groupings amongst others, across the country. The South African government will also be presenting a submission and has been carrying out its own wide ranging conversations, across its departments and at a broad-based conference at the end of last year.

  • Building Trade Partnerships in the CIS

This paper was prepared for the Annual Session of the Committee on Trade, Industry and Enterprise Development (CTIED) of May 2005 where it was presented and discussed. It was written by Ms. Lorenza Jachia, Economic Affairs Officer, of the Trade, Development and Timber Division (TDTD) of UNECE.  The countries of the Commonwealth of Independent States (CIS) have long been working towards the elimination of tariff and non-tariff barriers to regional trade. This booklet reviews trade integration results so far, mainly those achieved in the context of the Eurasian Economic Community and of bilateral trade agreements negotiated under the umbrella of the CIS.

Workshop on International Standards to Stimulate Paperless Trade

UN/CEFACT Workshop on Common Standards & Interoperability for Single Window
The goal of the Symposium is to identify the standards and approach required for Single Windows to exchange information. The Symposium will consider current approaches by regional working groups to exchange information among Single Windows and will seek to identify the framework through which new standards can be developed. In addition, it will introduce the Single Window concept to countries and organizations, which are considering establishing such facilities.

Planning for 2006 Seminar in Brunei Darussalam

On behalf of Secretary General Patricia A. Sto. Tomas, the Dean of the National College of Public Administration and Governance, University of the Philippines, Dr. Alex B. Brillantes, also the Deputy Secretary General for Research and Publication, is currently in talks with Brunei Darussalam Public Service Department Assistant Director Junaidi Omar to plan for the EROPA Seminar scheduled to be held later this year in Brunei Darussalam.  A delegation from the Public Service Department is meeting with the EROPA Staff in early February 2006 to discuss the logistics and finalize the main theme of this year's seminar. The preparations for the seminar began last October 2005 in Hanoi when members of the Brunei Darussalam attended the General Assembly in Hanoi to observe the details entailed in preparing for and organizing an EROPA seminar/conference.

9th Issue of Comparative Studies of Public Administration in the Works
The EROPA Local Government Center is currently working on a special issue of the Comparative Studies of Public Administration Monograph Series. The issue will be the ninth of the series and will be focusing on "Civil Society and Local Governance: From the Asia and Pacific Regional Perspectives."  It will be edited by Dr. Akira Nakamura, Dean of the Graduate School of Meiji University and Adjunct Professor of the Local Autonomy College, Tokyo, Japan, which houses the EROPA Local Government Center. Co-editing the issue is Dean Alex B. Brillantes, Jr., EROPA's Deputy Secretary General for Research and Publications, and Professor Osamu Koike of Yokohama National University.

Aiming to help close the “digital divide,” the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and the Seoul Government sealed a pact on 31 January to open a technology centre in the Republic of Korea.  The Asian and Pacific Training Centre for Information and Communication Technology for Development is expected to open its doors later this year in Incheon City, a technology hub located some 50 kilometres west of Seoul.  The new technology centre will providing training programmes in the use of information and communications technology (ICT) to benefit countries of the region, ESCAP said, emphasizing the importance of reaching the Millennium Development Goals (MDGs), a set of time-bound international antipoverty targets. Goal Eight focuses on developing a global partnership for development and making the benefits of new technologies, especially ICT, widely available. The Korean Government will provide financial and in-kind contributions totalling $10 million, including premises, for the Centre’s first five years of operation.

International Civic Engagement Named to "Most Engaging Blog" List
International Civic Engagement, a blog hosted by Park University's International Center for Civic Engagement, was named last month to the Smart Communities "Most Engaging Blogs" list.  Suzanne Morse, president of the Pew Partnership for Civic Change and author of Smart Communities, wrote the following about International Civic Engagement:
What is meant by "International" is not a notion of individuals worldwide uniting to better our common circumstance; no, the "International" here means an effort to find initiatives from across the globe that improve civic engagement and present them in one place.  It’s an interesting endeavor and one that I like because universities do bridge that gap between what’s global and what is local community.  Further, the blog devotes entries to information (news, research, examples of initiatives, etc.) that can be as easily applied to America as it is abroad.  Since part of the battle of civic engagement is just demonstrating to people that it is possible and yields positive results I think this information is important.

ICCE Will Host Session at ASPA Conference
The ICCE and the National Civic League will co-sponsor and organize a super session on "Civic Engagement in the Aftermath of Hurricane Katrina" at the 2006 American Society for Public Administration (ASPA) National Conference.  The session will take place on 3 April.

Training Course on Agricultural Policy Analysis in Africa
Agriculture is the mainstay of about 2/3 of the African population, forming a major source of income; and agricultural trade is a key link between trade and poverty. Agriculture offers the broadest potential basis for promoting overall economic development. Most analysts share the conviction that Africa will be lagging behind so long as its agricultural sector lags behind. All diagnostic studies have pointed to policy as a major cause of low performance. Therefore, building a critical mass of domestic capacity for the design and implementation of sound agricultural policy is absolutely necessary in accelerating Africa’s development.

IPAC Emissions Reduction Training Program Receives Contract Extension
IPAC's Caspian Basin GHG emissions reduction training program (CTP) has received a contract extension. This extension was the result of continuing strong support from our Caspian Partners, and the positive results of an independent program review conducted by Marbek Resource Consultants Ltd. The CTP management team and Program Partners cooperated in a comprehensive evaluation process that was conducted in Canada, Azerbaijan, Kazakhstan and Uzbekistan in January 2005.

The First Annual Forum of Informatization and Shanghai Expo was held in Shanghai Exhibition Center on 5 November, 2005. Based on the platform of 7th Shanghai Industry Fair, this forum focused on the theme of informatization and digital world expo, and combined with the development and prospect of city informatization. It is committed to outline the development trend and framework of China's information industry and to enhance the communication and cooperation between government and leaders of information industry.   • The Ministry of Natural Resources and Environment (MNRE), Viet Nam, and UNCRD organised “Viet Nam National 3R Policy Formulation Meeting,” in Hanoi, Viet Nam, 20-22 December 2005. Twenty-two governmental officials from relevant ministries and national experts participated to formulate Vietnamese National 3R Strategy through a participatory process.
  • The Japan International Cooperation Agency (JICA) and UNCRD organised a “Mini-Workshop on Human Security Assessment in Sri Lanka,” in Colombo, Sri Lanka, 20-21 December 2005 to promote and operationalise the human security approach in development planning and monitoring in Sri Lanka. About 30 participants from five provinces attended the training course.
  • The Bogota-Cundinamarca Regional Planning Board -RPB (Government of the City of Bogota, Government of the State of Cundinamarca, Autonomous Regional Corporation of Cundinamarca-CAR) and UNCRD organised “In-Country Training Course on Integrated Regional Development Management with Focus on Building Capacity For Local and Municipal Participation in the Implementation of the Regional Agenda 2005-2008 in Bogota-Cundinamarca,” in Bogota, Colombia, 28 November - 1 December 2005. Seventy-five municipal and local officials from Bogota and Cundinamarca, and officials from the central offices of the RPB entities participated the training course.
  • UNCRD will hold its 34th International Training Course in Regional Development (ITC) from 18 May to 28 June 2006. The six-week Course will deliver the expected outcomes through a compact programme replete with cases for study and discussion, as well as field study visits to provide insights into Japan's regional development experience.
