Spring 2006 Session of UNPAN Online Training Courses
The Spring 2006 session of UNPAN Online Training courses on "E-government - What a government leader should know" is now open to registration. This course is designed for individuals who have been, are, and/or will be involved in e-government initiatives at the country level.  Registration for the courses will continue until 1 June 2006 and subscribers have to complete the courses by 1 July 2006. Seoul Ranks First in Municipal Web Site Study Co-Sponsored by DPADM and ASPA
A joint study by researchers at Rutgers-Newark and Sungkyunkwan University, Korea, of the official web sites of the world's major cities ranked Seoul, New York, Shanghai, Hong Kong, and Sydney as the top five municipalities in “digital governance.” Digital governance is the degree to which a web site – in this instance those of 100 large cities worldwide – enhances citizens’ ability to learn about and participate in governmental affairs. New York's web site was ranked first worldwide in terms of usability.

The survey was conducted by the E-Governance Institute of Rutgers-Newark and the Global e-Policy e-Government Institute of the Korean university, and was co-sponsored by the United Nations Division for Public Administration and Development Management (DPADM) and the American Society for Public Administration (ASPA). The Rutgers-SKKU E-Governance Performance Index continues a survey first completed in 2003. Researchers examined the largest city in each of 98 countries with the highest percentage of Internet users, as well as Hong Kong and Macao. The study evaluated the official web sites of each city in their native languages.

Investigators applied 98 measures that covered five central areas: security and privacy, usability, content, services and citizen participation.  Scores and rankings of all 100 cities are available online at http://www.andromeda.rutgers.edu/~egovinst.

IPAC Executive Director Passes Away
Last month, Luc Bernier, president of the Institute of Public Administration of Canada (IPAC), sent the following message:

To all members and friends of IPAC:
It is with a heavy heart that I must inform you of the sudden death of our dear friend and colleague, Joseph Galimberti.

Joe joined IPAC in the late 1960s, serving as Director of Research. In 1976, he was named Executive Director and since then guided the Institute with a steady hand and an ambitious heart. He was an unfailingly wise counsel to the Board of Directors and dearly appreciated by the staff that worked for him in the IPAC national office.

Public servants and scholars across Canada and around the world have lost a great champion in Joseph Galimberti. His cheerful disposition, his integrity and his easy smile won him friends across Canada. People who knew him well will remember the twinkle in his eyes when conversations turned to the subject of Africa. Joe dedicated his life to the ideals of professional, efficient and non-partisan public service and to the cause of sustaining scholarship in this vitally important field of endeavour. His values became our values. 

I know that I speak on behalf of the Board of Directors, the IPAC staff, and all the members of the Institute of Public Administration of Canada in expressing our deepest sympathies to Carol, Joe's wife; Tony, his son; Heather, his daughter-in-law, and Liam, his dear young grandson, on this tragic loss.

It is a poignant sadness all the members of the IPAC family deeply share.

All the UNPAN members are extremely saddened by the sudden death of our dear friend and colleague, Joseph Galimberti, who was the Executive Director of the Institute of Public Administration of Canada (IPAC), a member of the UNPAN Network.

Mr. Galimberti played an instrumental role in IPAC's partnership with the United Nations Programme in Public Administration and in promoting the improvement of public service through innovations, sharing his valuable advice and experience, particularly with the governmental and non-governmental organizations of developing countries.

We would like to join all the colleagues of IPAC in paying tribute to Mr. Galimberti, and we wish to express our gratitude for his extraordinary life of dedication and his contributions to the ideals of professional, efficient and non-partisan public service and to the cause of sustaining scholarship in this vitally important field of endeavour.

Joseph Galimberti’s funeral was held on 12 April in Toronto.  UNPAN has posted a special tribute page to Galimberti on its web site.

U.S. Public Administration Community Gathers at ASPA National Conference
More than 1,100 public administration professionals, faculty and students gathered in Denver, Colo., last month to participate in the 2006 ASPA National Conference.  At the conclusion of the conference, Wendy Haynes commenced a one-year term as the Society's president.

ASPA National Council Approves MOU with FRESPAG
At its 4 April 2006 meeting, ASPA's National Council voted to approve a memorandum of understanding between ASPA and the Free State Society for Public Administration and Governance (FRESPAG) in South Africa.

LOG-IN Africa Research Network Official "Kick-Off " on 1 March 2006
The LOG-IN Africa Project (Local Governance and ICTs Research Network for Africa) has officially initiated its activities on 1 March 2006.  LOG-IN Africa is an emergent pan-African network of research peers from nine countries (Egypt, Ethiopia, Kenya, Mauritius, Morocco, Mozambique, Senegal, South Africa, and Uganda). The main objective of LOG-IN Africa is to assess the current state and outcomes of e-local governance initiatives in Africa, and in particular how ICTs are being used to realise good local governance at four levels: a) the internal organizational processes of local governments; b) the provision of information and service delivery; c) the promotion of the principles of good governance; and d) public participation and consultation. LOG-IN Africa is executed by the African Training and Research Centre in Administration for Development (CAFRAD), so to ensure effective implementation; a pan-African outlook; and high-level policy dissemination of research results. Initial funding for 1.3 Million CAD have been provided by the International Development Research Centre (IDRC, Canada). LOG-IN Africa is led and coordinated by Gianluca Misuraca (a former UNPAN Associate Expert) on behalf of CAFRAD.  The first "Methodology Workshop" of LOG-IN Africa will take place at CAFRAD, in Tangier, between 8-10 June 2006.  For more information please visit www.cafrad.org (and soon www.loginafrica.net) or contact cafrad@cafrad.org.

IST Africa 2006
The IST-Africa 2006 Conference & Exhibition takes place 3-5 May 2006 in the CSIR International Convention Centre, Pretoria, South Africa.  IST-Africa 2006 promises to be one of the most important applied ICT research conferences to take place in Africa this year. Part of the IST-Africa Initiative, which is supported by the European Commission under the Information Society Technologies (IST) Programme of Framework Programme 6 (FP6), IST-Africa 2006 is the first in an Annual Conference Series bringing together delegates from leading commercial, government and research organisations, to bridge the Digital Divide by sharing knowledge, experience, lessons learnt and good practice.

CARICAD Technical and Advisory Support Facility

The “Action-Oriented E-government Strategy for Countries of the Caribbean Region 2004-2007” was adopted by the 5th Caribbean Ministerial Consultation on Regional Cooperation for E-government Capacity Building in Barbados in June 2004. The strategy calls for a focus on “institutional and human resources capacity building as the framework for action.” Part VI of the Strategy states that, “the operational part of this Strategy will constitute the Caribbean E-government initiative, open to all Caribbean countries”.

Its aim will be: 1. To establish at the regional level…a Technical and Advisory Support facility (TASF) at the service of national and regional e-government efforts; 2. To provide a broad updateable programmatic framework for activities deemed crucial from the point of view of e-government development in the Caribbean, to be considered in national and regional plans and programs for e-government development and to offer programmatic information to the donors.

The Strategy further states that “the Regional Facility…will be established within CARICAD as part of CARICAD’s current mandate in the area of e-government and in implementation of the provisions of this Strategy.”

A major initiative which will be launched by the TASF by 15 May is the Caribbean E-Government Knowledge Bank, which will be accessible through the UNPAN and CARICAD web sites. The design and content outline has already been drafted and input from member states will be solicited prior to the finalisation of the Knowledge Bank.

UN Hosts Fifth Session of the Committee of Experts on Public Administration

Organised by DPADM/DESA, the Fifth Session of the Committee of Experts on Public Administration met at UN Headquarters in New York from 27-31 March 2006. The Committee dealt with the following substantive items: (a) innovations in governance and public administration for the achievement of the internationally agreed development goals, including the Millennium Development Goals; (b) searching for a bottom-up approach and methodologies for developing foundations and principles of sound public administration; (c) a compendium of basic terminology in governance and public administration; and (d) a review of the activities of the United Nations Programme in Public Administration.

Panel on Standards of Excellence in Public Administration and Training
DPADM is organizing a Panel on Standards of Excellence in Public Administration and Training to be held on 12 May in conjunction with the NISPAcee 14th Annual Conference in Ljubljiana, Slovenia, being held from 11-13 May. The main objective of the panel is to bring together specialists and practitioners in public administration education and training to reflect and exchange ideas, information, experiences and best practices in the area of public administration education and training, especially given the challenges that are facing public sector leadership and management today and in the future. Regional Workshop on "Poverty-Environment Nexus: Building Institutional Capacity”
DPADM, in collaboration with the Government of the Socialist Republic of Viet Nam and the UNDP Poverty-Environment Project, is organising the Regional Workshop on "Poverty-Environment Nexus: Building Institutional Capacity” to be held in Hue City, Viet Nam from 23-25 May 2006.  The primary theme of the workshop is institutional capacity-building and partnership development for participatory governance aiming to address the complex and intertwining challenges of poverty and environment at the community level.  The workshop will be attended by approximately 40 officials and experts from Viet Nam and other Asian countries, and from relevant international organisations.

Launch of the Network of Innovators in Governance in the Mediterranean Region
DPADM has organized a meeting on the Launch of the Network of Innovators in Governance in the Mediterranean Region, which will take place in Marseille, France from 5 to 7 June 2006. The establishment of the Network is one of the activities of the Programme for Innovation in Public Administration in the Euro-Mediterranean Region (InnovMed), which is implemented by DPADM in collaboration with the World Bank Institute in Marseille and with the support of Formez, Italy through CAIMED. The meeting aims to provide a platform for discussion on the mission, composition, operational modalities and services, funding mechanisms, and sustainability of the Network, as well as the challenges and opportunities of linking existing networks in the region for the promotion of good governance and a better quality of life for all citizens.

Diplomats’ Training Workshop on E-Governance for Development
DPADM, in partnership with UNITAR, has designed a Webinar Series Training Workshop for New York Delegates entitled "E-Governance for Development", to be conducted in 2006/2007. This training workshop series is in response to the outcome of the two phases of the World Summit on the Information Society, which called for a continuous effort of developing countries to utilize the potential of ICT to further economic and social development and reduce the digital divide. The first one-day workshop will take place on 14 June 2006 in Conference Room 9 at UN Headquarters in New York.

United Nations Public Service Day and United Nations Public Service Awards
Organized by DPADM, the United Nations Public Service Day will be observed in a ceremony to be held at UN Headquarters on 23 June from 10:00 a.m. to 1:00 p.m. in Conference Room 4.  In conjunction with this Day, the United Nations Public Service Awards for 2006 will be presented to the selected winners from various countries worldwide in recognition of their outstanding achievements in serving the public in their respective countries.  The ceremony includes a video-conferencing session held with countries selected from all regions of the world, and cultural performances.

New United Nations Project to Promote Dam Safety in Central Asia
To prevent major dam accidents in Central Asia, two United Nations regional commissions – the UN Economic Commission for Europe and the UN Economic and Social Commission for Asia and the Pacific – launched a project to help Central Asian countries work together to improve dam safety. The UNECE-UNESCAP project was launched at a meeting in Almaty (Kazakhstan) on 10 and 11 April 2006

Energy Security in the Caspian Sea Region
The Caspian Sea region may be one of the few options left to policymakers seeking to ensure the energy security of UNECE member countries. It is a region very rich in oil and natural gas but at present accounts for only 2% of world production. It has a very large potential for increasing exports given adequate investments and export agreements.

Symposium on Single Window Standards and Interoperability
The goal of the Symposium is to identify the standards and approach required for Single Windows to exchange information. The Symposium will consider current approaches by regional working groups to exchange information among Single Windows and will seek to identify the framework through which new standards can be developed. In addition, it will introduce the Single Window concept to countries and organizations, which are considering establishing such facilities.

First Annual Session of the Committee on Trade
The first annual session of the newly formed Committee on Trade will take place back-to-back with the sixteenth session of the Working Party on Regulatory Cooperation and Standardisation Policies (WP.6) and the Committee's annual International Forum. With the UNECE reform, a “Committee on Trade” was created to replace the Committee for Trade, Industry, and Enterprise Development (CTIED). During the session, the participants will discuss the implications of the reform plan for the work of the new Committee. Specific actions to be taken, as related to the work of the Committee's subsidiary bodies, will be considered under the corresponding agenda items.

In a new paper published by Park University's International Centre for Civic Engagement, incoming ASPA president Wendy Haynes and ASPA executive director Antoinette Samuel ask:

"How do non-profits, and specifically professional societies such as the American Society for Public Administration (ASPA), sustain relevancy? How do we honor our past, while focusing upon the creation of value for the members of tomorrow? Are associations such as ours relevant to today's needs, to the expectations of tomorrow, and equipped to address the issues and trends of the future?"

They conclude:

"In today's civil society, influenced by internal and external transformations, the 'process of associating' is still extremely relevant. IPAC in Uganda
The Ugandan government recently held a Public Service Readiness Workshop to prepare the public service for a newly elected government. All Permanent Secretaries (deputy minister equivalents) and presidential advisors attended the 4-day workshop which included presentations by Mr. Mitala, Head of the Public Service and Secretary to Cabinet, Mr. Vincent Lukone, Deputy Secretary to Cabinet, three Permanent Secretaries, and a team of three (political and bureaucratic) representatives of the Ontario Public Service. The workshop effectively defined and implemented a process to provide the incoming Cabinet with considered, non-partisan advice on how to implement the new government mandate, and a foundation for translating the election manifesto and other public commitments into a medium-term policy agenda.

A New IPAC Program for Tanzania
IPAC is now planning a new program for Tanzania: Experience Sharing Programme on Human Resources (HR) Management. In the early summer, nine senior officers of the Tanzanian Ministry of Public Service Management will be visiting two Canadian provinces to gain insight into Canadian innovations and best practices in strategic workforce management, HR planning, recruitment and retention, labour relations, career management, and HR information management and analysis.

RCOCI Ready for 6th Annual Forum on City Informatization in the Asia-Pacific Region

The 6th Annual Forum on City Informatization in the Asia-Pacific Region (CIAPR VI) will take place in Shanghai, China, 18-19 October 2006, with the theme “ICT and Citizens’ Inclusion: The Role of Local Government.” It will be co-organised and co-sponsored by the Shanghai Municipal People’s Government and the United Nations Department of Economic and Social Affairs (UNDESA), in partnership with the United Nations Development Programme (UNDP), the United Nations Industrial Development Organization (UNIDO), the United Nations Institute for Training and Research (UNITAR), the United Nations Information and Communication Technologies Task Force (UN/ICT/TF), the State Council Informatization Office of China, the Ministry of Information Industry of China, the Ministry of Science and Technology of China, and the Chinese Academy of Sciences.

With a focus on inclusion for the poor, innovative e-government solutions and tools, and engaging citizens’ participation in the decision-making process, the Forum will be composed of a plenary session, a number of parallel sessions and workshops, covering topics such as ICT and e-government development for all, creating a public value for citizens, enhancing participation and partnership with citizens, creating e-government toolkits (information technology & applications), and citizen-friendly e-government policies and cyber laws.

The United Nations Public Service Awards, in the category of ICT Application and Local e-Government, will be presented by UNDESA to recognize outstanding achievement and contribution in local e-government applications.

The Forum is expected to attract over 800 participants worldwide, including senior officials form the UN and from central and municipal governments of both developed and developing countries, CEOs of well-known IT companies, and famous experts and scholars of academia, international organizations and NGOs.

RCOCI Attended the 2nd Workshop of Cifal Barcelona
The 2nd Workshop of Cifal Barcelona took place from 8-10 March 2006, entitled “Building Sustainable Communities: Urban Planning and Security Policies”. Launched by Cifal Barcelona in collaboration with Unitar and the Generalitat de Catalunya, it was the first one of a series dedicated to analysing the spatial and social processes that contribute to generating safe and lively urban environments. In the 3-day session, local actors from Europe, North and Latin America, Africa and Asia discussed approaches in carrying out local security appraisals so that the authorities will be in a better position to identify possible solutions, in particular in the field of urban planning and design.

RCOCI Responds Quickly to Avian Influenza
The recent spread of avian influenza poses a grave threat to public health and public security. It also raises a severe challenge to public governance the world over. In this understanding, the RCOCI Editing Department made an excellent effort to post a series of documents focusing on avian influenza, health administration, and disaster management as well, hoping to provide useful references for officials, researchers, entrepreneurs, policy and decision makers. Training Workshop on Project Planning and Management, and Data Collection and Analysis: Training of Planning Experts for Oromia Regional Government of Ethiopia - Phase VIII

UNCRD, Oromia Bureau of Finance and Economic Development, and UNICEF Ethiopia organized the training workshop in Adama, Nazareth, Ethiopia from 3-29 April 2006. The broad objective of the training programme is to strengthen the capacity of the Regional State of Oromia for effective local and regional development planning and implementation by ensuring the availability of skilled and competent manpower in the region.

APDIP-UNCRD Regional Workshop on Capacity Building of Asia Pacific e-Government Initiatives
As part of the project on Capacity Building of Asia Pacific e-Government Initiatives, UNDP Asia-Pacific Development Information Programme (UNDP-APDIP) and UNCRD jointly organised the workshop in Bangkok, Thailand, 24-25 April 2006. Two authors from each of the selected countries of Cambodia, China, Fiji, Hong Kong, India, Japan, Korea, Mongolia, Pakistan, Philippines, Sri Lanka and Thailand met at the workshop to review the draft papers, to share and discuss experiences and initiatives on local e-Government in the Asia-Pacific region.

Introductory Thematic Training Module on Human Security
The module was conducted as part of the Postgraduate Course on Urban and Regional Projects and Human Security of the University of Viña del Mar, in Santiago, Chile, from 25-28 April 2006 jointly with University of Viña del Mar, Chile; University Blas Pascal, Argentina, Economic Commission for Latin America (ECLAC) and the Municipality of Milan. A group of approximately 28 selected Chilean, comprising high and middle level public officials of seven municipalities and of the Ministry of Housing and Urbanism participated.
