Call for Nominations for the 2007 UN Public Service Awards
The Division for Public Administration and Development Management (DPADM) of the United Nations Department of Economic and Social Affairs invites nominations for the 2007 United Nations Public Service Awards.  The application deadline is 30 November 2006.  Awards will be given in the following three categories:
  • Improving transparency, accountability, and responsiveness in the public service;
  • Improving the delivery of services; and
  • Fostering participation in policy-making decisions through innovative mechanisms (e.g., utilizing ICT, participatory budgeting, participatory/social auditing and monitoring, and others).

ASPA Announces Launch of PublicServiceCareers.org
ASPA is pleased to announce the launching of PublicServiceCareers.org in partnership with the Association for Public Policy Analysis and Management (APPAM) and the National Association of Schools of Public Affairs and Administration (NASPAA). The site has been created to strengthen the visibility and identity of the public service career sector, the public policy and management field, and professionalism within public affairs and administration among students, employers, and universities. This new site provides a resource on the web for ASPA members, which will aid career development at all levels, and offer the most comprehensive and useful information about careers in the field.

CIIAP Hosts Fairtrade Seminar

CIIIAP held an international seminar about fairtrade on 28 July. During the meeting “Fairtrade: Another Market is Possible,” concepts related to the matter were presented, as well as experiences and perspectives for the artisan and small scale agriculture production in the globalised market. More than 200 people attended the meeting, including associations and cooperatives of farmers. The program included presentations by the following speakers: Afonso Henriques, IDHS/ PNUD Consultant; Emmanuel Bayle, AVSF – Agronomes & Vétérinaires sans Frontières; Beat Grueninger, FLO - Fairtrade Labelling Organization; Felipe Sampaio, Consultant of IICA - Interamerican Institute of Cooperation for Agriculture; Fabíola Zerbini, Kairós Institute and FACES do Brasil; Martin Van Gastel, CEALNOR  - Central of Associations of the North Shore; Ismael Ferreira, APAEB - Association of Sustainable and Solidarity Development of the Sisaleira Region; and also Débora Rodrigues and André Santana, Forum of Solidarity Economy of Bahia.

CIIIAP Convenes Meetings on Communities of Practice
CIIIAP held an international conference and a workshop on communities of practice on 5 June. Etienne Wenger, Ph.D. in Artificial Intelligence from the California University and specialist in organisational learning, ministered the conference, which was attended by about 100 people. It focused on the advantages of constructing a strategy of knowledge management based on organizational learning. It also gave the participants an opportunity to discuss the conceptual base and tools to implement Communities of Practice in their respective organisations. After the conference, Wenger led a workshop for 40 participants in which the audience was able to put into practice some of the main aspects related to communities of practice.

Economy of Culture and Sustainable Development – Cultural Kaleidoscope
Ana Carla Fonseca Reis, vice-president of Pensarte Institut and UN Special Consultant for Creative Economy, will minister the conference. At the occasion, it will be released a book named after the conference. The lecture proposes a global vision associated to culture, economy and sustainable development. The conference will be held in Portuguese.

Ibero American Forum on Political, Social and Institutional Strategies for E-Government Development

Organised with the co-operation of the Ministry of Public Administrations (MAP), Spain; the Spanish Agency for International Cooperation (AECI); and the International and Ibero-American Foundation of Administration and Public Policies (FIIAPP), the meeting gathered 25 participants from 20 Latin American countries, responsible for the formulation of strategies and policies for E-Government development initiatives. A final Report with conclusions and recommendations is being reviewed at CLAD's General Secretary prior to its mass distribution.

Fraser-Moleketi to Head Global Governance Body

South Africa’s Public Service and Administration Minister Geraldine Fraser-Moleketi has been elected to lead an international organisation that promotes good governance and sound public management practices. She was voted the President of the Commonwealth Association for Public Administration and Management (CAPAM) at its 2006 Biennial conference in Sydney, Australia, held 19-25 October 2006.  CAPAM was established in 1994 to facilitate the exchange of information and knowledge on public administration among Commonwealth countries and beyond. Its founding values include defining and promoting practical requirements of good and transparent governance. The organisation’s programmes are widely seen as strengthening the quality and effectiveness of public administration while advancing good governance in Commonwealth countries. Its programmes and services are designed to respond to the needs and priorities of senior public officials - elected and appointed - in the 53 Commonwealth countries. Dokoza Project: A Finalist in the (CAPAM) Innovation Awards for 2006
The CPSI project DOKOZA mobile techonologies in government was a finalist in the Commonwealth Association for Public Service Administration and Management
(CAPAM) awards. The theme of the 2005-2006 CAPAM awards is citizen engagement and service delivery. The CAPAM Awards are based on the same principles as the CPSI Innovation Awards: to recognise, encourage and profile public sector innovation. The DOKOZA Health Project pilot was implemented in partnership with the Department of Health (National and Gauteng Province), CPSI, SITA, CSIR and the Open Society Foundation of South Africa. The system offers citizens a cost effective advanced system for fast tracking critical services in hospitals and clinics through the use of mobile technologies; in this case Cellular phones. The major strength of DOKOZA is that it is based on SMS text, with no templates; any user can register via any level of handset and SIM card. In addition, DOKOZA is easily interfaced with other existing hospital systems and can be accessed via PC web, laptop, palmtop and it interact with e-mail and fax. During the pilot, the medical data exchanged on patients was done in an accessible and confidential manner and was extremely helpful in the treatment of HIV and AIDS as well as Tuberculosis. DOKOZA was piloted at Helen Joseph Hospital and Johannesburg General Hospital in the Gauteng province. DOKOZA was an element of four Mobile Technology Pilot projects conducted by CPSI, SITA and its partners. There is a need for government to leverage such modern developments and innovations and use them to radically improve service delivery and access to services by citizens.

Public Service Week (PSW)
Theme: "Shona phansi msebenz “ for a seamless and efficient public service echoing a new age of hope"
Public Service Week (PSW) is one of the Batho Pele flagship projects that are intended to give impetus to the theme "Taking Public Services to the People". It has become a platform whereby departments join hands to push any identified backlogs in any area of the public service in the interest of serving the citizens. It focuses at establishing a platform that can be used to review imperatives and challenges related to Public service delivery and enhance the quality and efficiency of those services and finally assess the efficacy and implementation of Batho Pele Revitalisation Programme.  Middle and senior managers are kindly requested to avail themselves for deployments to the coalface (frontline offices) during the PSW, anywhere in the country.

UN Global E-government Readiness Report 2005
The UN Global E-Government Readiness Report 2005 is comprised of two parts. Part I presents a comparative ranking of the countries of the world according to the state of e-government readiness and the e-participation. Part II expands the Access-for-Opportunity framework to assess what constitutes a socially inclusive government. Tracking the relative progress of Member States in implementing their ICT and e-government programmes, the report aims to contribute to a better understanding of the various facets of the digital divide and the lack of real access.

Compendium on E-government Innovative Practices (Edition II)
In light of the importance of e-government as a tool to meet the Millennium Development Goals, DPADM, through its online network for Public Administration (UNPAN), has created a compendium of innovative practices in the area of e-government. In accordance with UNPAN’s mission to promote the sharing of knowledge experiences and best practices among United Nations Member States, the Compendium provides an opportunity to the Governments to share with the world their activities in e-government by highlighting their valuable experiences. The second version of the Compendium on E-government Innovative Practices was published in September 2006. Innovations in Governance and Public Administration: Replicating What Works
This publication sheds light on the many challenges and opportunities of innovations in governance as a development tool. What is innovation in governance? Why should governments innovate? What helps and hampers innovation? What makes an innovation in governance transferable? What capacities are needed at the national and local levels to adapt and use innovations? What steps would governments need to take to adapt innovations and successful practices? The publication aims to answer these questions. Panel on "E-Government as a Tool for Participation and Inclusion"
A panel on “E-Government as a Tool for Participation and Inclusion”, a Special Event of the Second Committee of the UN General Assembly, will take place at United Nations Headquarters on Friday, 3 November, in Conference Room No. 2.  The panel aims to discuss, among other things, the opportunities and challenges of e-government, including its potential for citizen engagement and inclusive governance. In addition, the meeting will highlight major trends in e-government readiness and e-participation by reviewing existing approaches worldwide and analysing the structural and process changes associated with the concept, including its technological aspects.

Inauguration of the Global Centre for Information and Communication Technologies (ICT) in Parliament
Mr. José Antonio Ocampo, Under-Secretary-General for Economic and Social Affairs, and Mr. Pier Ferdinando Casini, President of the Inter-Parliamentary Union, will inaugurate the office of the Global Centre for ICT in Parliament in Rome on 17 November 2006.  The Global Centre was launched by the United Nations Department of Economic and Social Affairs and the Inter-Parliamentary Union at the World Summit on the Information Society (WSIS) in Tunis in November 2005. The overall objective of the initiative is to promote the use of ICT to enhance the effectiveness and efficiency of parliamentary work at both the institutional and organisational levels and thus strengthen the role of parliaments as institutions that promote democracy and good governance. The Global Centre acts as a clearinghouse for disseminating information and sharing experiences, and provides a global platform for promoting collaboration and linking the broadest possible number of initiatives in this area.

28TH AAPAM Roundtable Conference

Regional Forum on Reinventing Government in Africa: “Building Trust in Government”
DPADM is organising, in collaboration with UNDP, the Africa Governance Institute and the United Nations Economic Commission for Africa, a Regional Forum on Reinventing Government in Africa on the theme of “Building Trust in Government”. The Forum will be held in Addis Ababa, Ethiopia, 11-13 December 2006. Besides providing a regional perspective on the theme of the 7th Global Forum (scheduled to take place in Vienna, Austria in June 2007), the Regional Forum aims at soliciting the views of participants on measures for renewing and strengthening citizen faith in public authority. The Forum will be attended primarily by Ministers and high-level government officials, particularly from ministries and departments responsible for public service and local government; by officials from national assemblies in Africa; and by representatives from international organizations, including the UN system, the academia and African regional institutes.

UNECE-EurAsEC-UNESCAP International Conference on Trade Facilitation

The UNECE, the Eurasian Economic Community, and the UNESCAP organised a Capacity-Building Workshop on Trade Facilitation with the following objectives: (1) review the integrated approach to trade facilitation (encompassing the whole supply chain); (2) explore the possibility to establish and/or strengthen the institutional basis for trade facilitation implementation through public-private partnership in the EurAsEC Member States and their neighbours; (3) define concrete projects, for example, the creation of “Single Window” for submission of trade information, or aligning trade and transport documents and electronic data exchange with international standards; and review the possibility to harmonize trade data requirements among various agencies and trade operators.  The workshop took place 16-18 October in Moscow, Russia.

UneDocs Workshop
The goal of the one day workshop, which took place on
3 October in New Delhi, was to present important international standards for document and information harmonisation and exchange in international trade, to discuss the national and regional adaptation and implementation of these standards and to exchange know how and best practice on pilot projects. The workshop was targeted for decision makers in governments, administrations and private sector enterprises.

Many Asian Countries Falling Short of MDG Targets, Report Says

The Asian and Pacific region as a whole is on track to achieve most of the Millennium Development Goals (MDGs), but progress in many individual countries is slow and performance on some vital targets is unsatisfactory, according to a new report released last month.  The report – Millennium Development Goals: Progress in Asia and the Pacific 2006 – says that regional targets such as halving poverty and hunger, achieving universal primary education, and eliminating gender disparity in education are on track or have already been achieved. And progress on these is impressive compared to sub-Saharan Africa and even Latin America.

ASPA Selects ICCE for Strengthening Ties with Spain

ASPA's National Council recently approved Park University's application to serve as the Secretariat for ASPA's Memorandum of Understanding (MOU) with the ESADE Institute of Public Management in Spain. The principal purpose of the MOU is to develop lines of communication that will allow for a range of activities, professional programs and professional interactions between ASPA and ESADE.  ICCE Director Erik Bergrud will serve as principal representative of the ASPA-ESADE Secretariat.

IDEP Offers Short Courses on Regional Integration in Africa

IDEP held a short-term course on regional integration in Africa from 2 October to 3 November (English-Speaking Session).  IDEP's short-term courses are aimed at enhancing skills and capacity of participants for promoting Regional Integration and managing regionalism in Africa as a key element of African development.  The course deals with conceptual and empirical issues on African regionalism, problems and challenges for transformation and growth of African economies. Twenty participants from Regional Economic Communities (RECs) have been sponsored by IDEP and its partners to attend the course.  IDEP's
courses  provide senior and middle level policy makers, managers, advisors, economists and entrepreneurs with the requisite technical and analytical skills to effectively plan, implement, monitor and evaluate development policies, strategies, programmes and projects. These courses are intended for the English-speaking and French-speaking participants from the various African sub-regions.

6th Annual Forum on City Informatization in the Asia-Pacific Region (CIAPR VI)

The 6th Annual Forum on City Informatization in the Asia-Pacific Region was successfully held in Shanghai China during 18-19 October 2006. With a theme of "ICT for a Better Life: The Role of Local Government", the Forum attracted more than 400 participants the world over including UN officials, government leaders as well as NGO organizers at various levels, business managers, and renowned scholars.   Mr. Yang Xiong, the Vice Mayor of Shanghai Municipal Government, H.E. Ali Hachani, the President of ECOSOC, Mr. Anwarul K. Chowdhury, United Nations’ USG, made important addresses on the opening ceremony. Thirteen VIPs gave keynote speeches in four Plenary Panels. During the occasion, The 2006 Assessment Report on the E-government Development in China was released, and the UN Public Serve Award (the e-government category) was awarded to the Department of Industrial & Tourist Resources of Australia, while Mr. Fan Xiping, the Deputy Secretary General of Shanghai Municipal Government, won the “Special Award for Outstanding Contribution” for the promotion of the cooperation in the Asia-Pacific regional informatization.  There were also ten Parallel Sessions during this forum, namely:

35th International Training Course in Regional Development (17 May - 27 June 2007, Nagoya, Japan)
The courses are designed for mid-level professional staff from central and local governments (provincial, district, state, and municipal authorities) and public autonomous bodies (local and regional development boards and authorities) in developing countries who wish to explore alternative approaches to sustainable regional development.

Multi-stakeholder Workshop of the Project on Human Security Assessments as Inputs into Regional and Local Development Policies and Planning in Bogota-Cundinamarca
The workshop was organised jointly with the City Government of Bogota, the State of Cundinamarca, and the Japan International Cooperation Agency (JICA), from 5-6 October 2006, in Bogota, Colombia.  Sixty participants from the government, NGOs, the academia, the private sector, and bilateral and multilateral organizations presented and discussed human security issues in the region.

Training Workshop on Regional Plan Preparation and Matrix Formulation in Kwale District and Mombasa Mainland South
The workshop was organised jointly with the Department of Physical Planning, Ministry of Lands and Settlement, Government of Kenya, from 4-6 September 2006, in Mombasa, Kenya. Seventy planners and development managers were trained in regional development strategies and programmes and formulation of a regional plan matrix.

Three Workshops on Urbanization and CBDM (Community-Based Disaster Management)
The three workshops were held to incorporate disaster management into development planning through community empowerment and good governance.
